The Council of O Pino (A Coruña) and Rede Aberta, a company specialized in theconstruction of neutral fiber optic networks, have signed an agreement for the deployment of high-speed fiber optic to achieve “maximum connectivity” throughout the municipality.
The agreement, signed by the mayor of O Pino, Manuel Taboada Vigo, and the CEO of Rede Aberta, Pere Antentas, states that the deployment of fiber optics is one of the “keys to economic growth, social and territorial cohesion”, in addition to the “vital importance to prevent depopulation” and contribute to “fix and attract new sectors of younger and especially qualified population”. The agreement provides for the construction of a communications node in the town of Arca, from which the optical signal is distributed to serve the residents of O Pino, to give “greater robustness” to the entire network. In addition, the Concello is committed to“authorize the channeling and installation, through the service networks, such as lighting networks, of the fiber optic cables. It will also affect the necessary civil works, in addition to allowing the use of aerial deployments in the public electronic communications networks, as well as the right of way on municipally owned land. For its part, Rede Aberta, which assumes the cost of the cable installations, will cede a quantity of certain optical fibers for the exclusive use and service of city council facilities. In addition, it will have to create a Smart City (intelligent network) to integrate all municipal public services. According to data from the Ministry of Economic Affairs and Digital Transformation (July 2021), 33% of the homes in O Pino do not have a fiber optic connection with a symmetrical speed higher than 100 Mbps. Once the fiber optic installation has been carried out, in order to have internet access, users will have to contract the connection with local telecommunications operators.
Rede Aberta has agreements with the operators 7 Play, A Túa Xanela, Aúrea Telecom, Evoa, IT Sarria, Itegal, Juifi, Planeta Voz, Eume Telecom, Grelo, Oteuoperador, Pizpireta Telecom or Toxo Telecom. This action is part of the development forecasts of the UNICO plan of the Ministry of Economic Affairs and Digital Transformation for the province of A Coruña.

Rede Aberta is a neutral fiber optic operator, with almost three years of activity, and is present in more than 60 rural municipalities in Galicia. With more than 1,500 kilometers of optical fiber deployed to provide neutral network service, it reaches more than 168,000 homes. Rede Aberta is a Galician company that is part of the fiber projects of the CEBF fund, which is in 7 European countries. It was established in 2020 and has 20 direct workers and more than 200 indirect workers who collaborate in deploying fiber in rural municipalities. The company plans to invest 121 million euros until 2025 to reach 400,000 rural households CEBF (Connecting Europe Broadband Fund) is a fund with 555 million euros that exclusively promotes digital infrastructure in Europe. It is managed by Cube Infrastructure Managers (“Cube IM”), specialized in infrastructure investments.
